What I'd actually do

If I were starting an agency today and didn't have existing tool commitments, I'd start on Zestly's Starter plan to evaluate it, then upgrade to Pro once I had 5+ clients. I'd never start on Hootsuite's pricing — the ROI doesn't stack up until you're genuinely enterprise-scale.
